Life Legacy

Anne Elder Nutter of Dover died March 26 at her home at the age of 66, after a brief illness.

A native of Philadelphia, Mrs. Nutter was the daughter of the late James P. Kerrigan Jr. and Anne VanBelle Kerrigan.

The family moved to Delaware in the early 1960’s, and Mrs. Nutter went on to graduate from St. Elizabeth’s High School and St. Joseph’s College, Emmetsburg, MD. She later earned an MBA degree from Wilmington College, the first female graduate of the program.

What ensued was a distinguished career in education and public service.

A member of the faculty of Neumann College, Aston, PA, where she taught accounting and finance, in 1985 Mrs. Nutter was invited to join the City of Wilmington government, and served as Budget Director in the administration of Mayor Daniel S. Frawley. In1989 she was appointed New Castle County Director of Finance in the administration of County Executive Dennis Greenhouse. She is the only female to have held either of these positions, before or since. Upon leaving County government in 1997, Mrs. Nutter became business manager for the Appoquinimink School District. In 2006, she accepted a similar position with the Polytech School District, after she and her husband had relocated from Newark to Dover.

During the course of her career, Mrs. Nutter earned the designations Certified Management Accountant and Certified Cash Manager, and when the Association of Government Accountants authorized the formation of a Delaware chapter in 2002, she was named its first president. In 2009 she was recognized by the Delaware Association of School Administrators as its initial school finance administrator of the year.

From her earliest days teaching kindergarten and elementary students at Ursuline Academy and St. Catherine of Siena schools, throughout the balance of her academic and professional career, she provided a lifetime of inspiration and counsel to students, colleagues, coworkers and employees alike. An active volunteer in a variety of organizations, she was particularly fond of those fostering the education and well-being of children and young adults. Despite her numerous professional achievements, she derived perhaps her greatest pride from the fact that she made time to establish the student chorus at Polytech High School; a purely volunteer endeavor on her part.

She was an accomplished musician, a gourmet cook, and an avid reader, as well as a devoted wife, parent, and grandmother. Most importantly, she was also person of great faith, dedicated to her church, active in many of its committees, and serving as a member of Vestry and as Senior Warden prior to the onset of her illness.

She is survived by her husband of 22 years, Edwin “Ted” Nutter of Dover; her two daughters, Lisa Davis and husband Don of Middletown, DE; Caitlin Gatchell and husband Jason of Chicago, IL; and two stepsons, Christopher Nutter of Dover; and James Nutter and wife Anna of Lewes, DE; as well as seven grandchildren, Aaron and Brian Davis; Andrew and Caroline Gatchell; and Ava, Sarah, and Quinn Nutter.

She is also survived by her brother James P. Kerrigan III of Martinez, CA; and sisters Kathleen Russo of Newport, DE and Helene Lee of Bear, DE. In addition to her parents, she was preceded in death by her brother Daniel Kerrigan.

Funeral services will be held 11am, Friday, April 1, 2011 at St. Anne’s Episcopal Church, 15 E. Green Street, Middletown, DE. Interment will follow in the church cemetery. Friends may call from 5-8pm, Thursday evening, at Torbert Funeral Chapel South, 1145 Lebanon Road (Rt. 10), Dover.
